Christmas skating rink in an up and coming city?

 

Hello all,

How's a skating rink during Christmas season on a large plaza surrounded by beautiful state-of-the-art buildings?

In the downtown core of my city there's an annual skating rink that families would pay $5 for skate/helmet rentals along with free admission, however, on the other side of the water where the city is up and coming already booming with state-of-the-art architecture, there's nothing of the like. Now this may potentially have to do with it not being "downtown", however, it very well can be. Given the state it's in this can give great attraction to the city, free advertising for new condos that are around, lots more traffic at the new restaurants that will be completed by then, and revenue for the city. The plaza is a convenient stone's throw away from the Skytrain (subway) station.

Now, this is a good idea. However, there's a lot of hats I'd need to wear. Marketing, finding rink providers?, skate/helmet rentals, food trucks, and charities. I'm not looking to make a profit, I'd rather this be recurring for the city. Question is, how do I get started? Where would I get approval, funding, necessary equipment providers, marketing, food trucks, and that sort? It's well before the season so I have prep time and space reservation time (nothing is going on on that plaza as far as I know).
