How can I effectively and efficiently cold call/email schools? Any other tips for getting in contact with schools?

One of the marketing strategies for the startup I am working for is just straight up cold calling/cold emailing teachers/administrators/superintendents all across the country. So far I'm just combing through school websites and compiling as many email addresses that I can find. I'm wondering if there is some sort of list I can get for free/purchase that could streamline this process of mass emailing?

Furthermore, do you guys have any suggestions for things to do to get the startup brand out there, such as teacher conferences, etc?
