Looking to create a marketing proposal for local restaurant. My first consulting venture

I made a post here in this subreddit not too long ago about having a clusterfuck of ideas and not executing. Thanks to you guys I have decided to go forward with this and present a marketing proposal.

I have a passion for great eateries and different types of foods. I am new to the food industry overall. There is a restaurant that its one of its kind and I eat there at least once a week with my SO. Their competitors are probably two other establishments and it really does not compare in quality. However, their marketing front is absolutely shit. Not the most attractive website for a new restaurant (almost a year old). No involvement through their social media outlets and alot of people in town don't really know about this gem of an establishment. They have a highly rated Yelp page which can only help any campaign to improve the brand.

Alot of people think that this restaurant will close unfortunately (they already cut down the place in half for seating). I want to pitch the owner with a millennial focus since they are conveniently located next to a major area college in the heart of Midtown.

How much could I charge? Since this is my first venture in restaurant marketing I can give him a really good price he cannot refuse. My proposal is the following:

-New revamped website that is highly responsive. No PDF menus (lol). Get these great Yelp reviews to show on the website.

-New logo design for the brand, ensure website redesign binds well with it.

-Improve Facebook outreach, get more people to review here as well.

-Improve overall social media footprint in FB/Instagram with videos/professional images

-There are private events that take place here, get the word out that highlights this particular to nearby businesses and corporate offices. Add a CTA on the website with more specific information on the space, photos, pricing etc for these special events.

-Social Media Management. Post weekly (2-3 times) articles related to the specific food niche to improve Local SEO. No input needed from owner other than approving the article's release.

-Daily Deals for slow days? (Is it worth it?)
