Should T1Ds Get Senior Benefits @55 instead of 65?

Since the life expectancy of t1ds ( and t2ds?) born before 1980 is significantly lower than others, should they be eligible for senior benefits sooner, such as in housing, employment, food, entertainment costs, healthcare? Diabetics diagnosed prior to 1980 will experience end of life issues sooner than non diabetics, and more recently D diagnosed.
