Where can I find quality bloggers?

I'd like to start a blog for my business but I won't be able to do it solo because of the time involved. So I would like to hire some bloggers to write content. Not as ghost writers but as actual named contributors. I have an idea where I might recruit some but I wanted to see if anyone here had any advice.

Secondly - has anyone done this? If so how much would you pay per blog? My friend writes Articles for a smallish newspaper and makes $50/ article. Does that sound too high for a blog?
