How do I personally approach people to sign up for my list?

I feel kind of dumb asking this, but I suppose I'll give it a try anyway. I run a decently sized YouTube promo channel + label. Our music was used by some bigger channels like Buzzfeed, BfVsGf, FunForLouis which is great exposure for our music. We don't impose any content ID,

However, this is something that occasionally happens and we don't have a structured way of offering our music to channels which is something we want to change because we see our music as perfect for all kinds of channels. Furthermore, we want to have a somewhat better idea of who is using our music and have a way to connect with them.

The idea is for me to make a landing page with some info such as a short playlist showcasing our music, how to credit and our policy in terms of content ID (which is one of our USP's as we allow people to use and monetize our music). We would then have a signup form which helps us collect some info including how big their channel is (at the time of signing up), the category of their channel, their name, their channel link.

For signing up, they get around 50 tracks sent to them by E-mail which they can use. The rest of the music is paid, although we will periodically release a free compilation. They would also receive notifications when new releases came out. I would also send out an e-mail offering them more music if they refer a friend.

 

My question (apart from being open to suggestions as a whole) is: What would be the best way to contact people before they are signed up to our list? I plan on collecting information about channels and sending them an e-mail based on a template depending on their channel category and personalizing it, but what's the best way to send this e-mail before they are subscribed? I know it's illegal to add people to a list without their consent even though I know the offer is very interesting for most YouTubers, but how would you send a one-time e-mail to get people to sign up? Through Mailchimp as well or via a personal E-mail account?

Any other general things I should take into account or which you advise to do? Any advice or useful resources would be very much appreciated.
