How to find a good web developer at a reasonable price?

I'm trying to make a site like TrueCar and I don't know whether I should try and find a regular 'ol web developer or if I need a developer who help can do PHP, Wordpress, etc.

After I find the developer, should I get a contract made not only for agreed upon services but also the confidentiality of the website while it's in development?
