How to offer referral discounts?

Hey guys, this is my first post here, but I'm fairly familiar with a lot of entrepreneurial concepts (heavily involved in my university's programs). Here's the skinny on my situation: I'm hosting a soccer camp this summer that will introduce young children to the sport. I'd like to offer a referral discount whereby you receive a 10-15% discount for referring a friend (the friend would also receive a discount). Does anyone have any advice on how to best go about this? I'm not sure how to offer a discount before I know the person they referred actually signed up, and also not sure how to give a discount after the fact. My web client is Blue Sombrero, btw.
