I am a developer with extensive experience building large high profile websites and apps. I have tried many times to form my own agency and win big projects

I have lots of colleagues I could get to help me work on bigger projects but I never end up being able to win larger contracts, how do large agencies start? I want to be a business owner and not continue the cycle of being used as hired gun by agencies who give me a small slice of the huge contract, I do all the work they keep all the $. I also have project management and design skills and have been able to deliver large projects myself, but I lack the business savvy I guess.
