Just can't make that jump

I really want to start selling BBQ in my area but I do not want to automatically go into a huge load of debt. My perfect plan would be to just put some of my smokers on the corner of a street and let em rip but I'm pretty certain it isn't that easy with health code violations and all, and actually finding a corner that I wouldnt get chased away from for causing a smell in the area or something ridiculous. Still, I can not stop thinking about doing this especially since I have been recently laid off.
