Chinese supplier is claiming that they would be charged a $500 fee for government China Entry/Exit Inspection

I placed an order via Alibaba. This is a relatively small order ($1200) to test logistics with a supplier I've been working with for 4-5 months on product development, prior to much larger orders.

The supplier now appears to be trying to get out of us using Alibaba's payment service, because Alibaba apparently require an expensive government inspection.

They requested that we cancel the Alibaba payment and switch to TT payment. Initially the reason was: "We didn't know well the alibaba's policy, and didn't know this kind of product need commodity inspection every time before shipping. As the cost for commodity inspection will cost us around USD500, we have to request you to cancel the order on alibaba." (Followed by a request that we switch to TT.)

Later in the email thread they wrote: " This is required by China government, CHINA ENTRY-EXIT INSPECTION AND QUARANTINE. The exporter must fill the form like attachment and submit to China government. As the fee around USD500 per shipment is too high, we cannot pay for it. So we have to request you to cancel the order of 10 this time." (Providing this form: http://ift.tt/1WxVBn9)

I've contacted Alibaba support a couple times, and they are telling me a different story. Is there any truth to what the supplier is saying? Or is this as shady as it seems?
