Middlemen, commissions, partnerships and pay

So I am a new entrepreneur doing import and export, mainly in textiles. I'm working with two others and lately one has been kind of slacking sort of expecting us to pick up his load. After speaking with him and having our own meeting we agreed that some sort of commission basis on sales and things would be a better way of approaching payments. So I would like to just ask you guys here, is there any rule of thumb for new businesses and payments? Since we are new, we were considering minimum wage + 20% or something for 6 months or so
