Was approached by a business offering "closed leads", wherein they do the prospecting/sales for freelancers. Is this legit?

Hey folks, a redditor saw me posting in various [hiring] threads/subreddits that I'm a web scraping guy looking for projects. He approached me about his business, in which you pay on a retainer model to his team (consisting of himself + VAs), and they get back to you with "closed leads" that are ready to pay you for your freelancing skills.

Sounds reasonable, but too good to be true. I spoke to him by phone and he seemed like a believable guy.

I wanted to check if you guys are familiar with this kind of business model, and if it's something I should think about doing. The lowest monthly retainer price is affordable, but significant.

I've paid for SaaS businesses that bring inbound leads before, and never had much success with those.

Is this something worth pursuing? Any insight you could share?
