How do I properly email established businesses?

How would I go about emailing established businesses with business/partnering proposals. I run a small business that is able to benefit other businesses and their clients. I don't want to come of as spam in their inboxes and I understand that their is a law regarding un-solicited emails. Would anyone of you be able to give me a little bit of advice or a tip regarding this?
