Referral based business model? Input needed...

I want to build a business on offering a one stop web based referral agency. In a nutshell - I hand pick service providers and send potential clients to them, in return those service providers pay me a referral fee. I am thinking 5-10% of total cost.

Anyone done that? How would you reward referrals if they were a big part of your revenue?
