Lead generation for email campaigns

So I coordinate fundraising events for nonprofits across the country, mainly hospitals within the Children's Miracle Network.

I'm currently generating leads with a team of freelancers from Pakistan via Upwork who are calling the businesses and getting the decision maker's name and email address. I also have a few domestic callers. I've had horrible results hiring freelancers that relied solely on online research.

What are some of the methods you use? We're paying a hefty price at .25 to .50 a lead. It's still worth it but definitely eating into the marketing budget. There has to be a better way.
