Looking for SEO advice in a high competitive market

I have pretty much exhausted the possibility of finding a lower competition/higher search keyword for my niche. Even after trying long tail keywords. So, question is, what factors to look at when deciding what high competition keywords to try to rank for and use PPC for. Would it be better to target a 6,000 search per month key word with a 1.44 estimated ppc. -or a 2,400 search per month key word with a .81 estimated ppc. Assume a small budget please.
