Question - Creating content for Instagram

So on popular instagram accounts, i've seen other businesses pull images from movies, random political events, etc (clearly pictures they did not take) add captions about something branded/related to their brand voice and post to instagram as content.

What are the rules here? Can we use other people's pictures and just add random branded captions? Are these accounts just walking a tight rope and asking to get copyright claims?
