Question for those selling to Canada

Hi fellow entrepreneurs,

I am a Canadian shipping my products from Hong Kong to mainly the US/Europe but I was informed that to sell in Canada bilingual packaging is required.

I have very few Canadian orders but I do receive the odd one. Is this required only for retail within Canada or also for orders shipped from other countries?
